Company History

Stella Miller founded Stella May Contracting in January of 1995 as a woman-owned enterprise and started operations in May of that same year. Her first employee was W. Brad Hanks, who is now the Executive Vice President. At first, we concentrated on general contracting that specialized in building renovations and plumbing, but over the years we’ve expanded our customer segment and strategically narrowed the services we render to focus on heavy civil infrastructure and underground utility construction. As a specialty contractor, we perform most of our contracted work in-house. When necessary, we partner with respected suppliers and contractors that offer complimentary services. To further stand out from the crowd, we have obtained key minority business enterprise certifications with organizations such as the Maryland Department of Transportation (MDOT) and the National Minority Supplier Development Council (NMSDC) and have also obtained security clearances for access to secure government facilities such as Fort Meade and Aberdeen Proving Ground.

Stella May Contracting has built a solid reputation in the industry as one of the safest and most reliable contractors in the region. As a result, we have also become an in-demand sub-contractor for many general contractors who must adhere to diverse supplier requirements.

Stella May Contracting, Inc. was in operations for 22 years under Founder and President Stella Miller. In December of 2017, after years of transition planning, Stella Miller transitioned to the role of Chairman Emeritus, and with full confidence, supported Harley Flack’s transition to President and CEO. As President and CEO, Harley plans to build upon Stella May’s reputation of delivering safe and quality projects, that is Stella Miller’s legacy.
